Subject: Call for a suspension of the draft National Master Plan on Climate Change

2010-2019 and establishment of a new procedure to draft the Master Plan with effective participation from peoples’ organizations

To Mr.Abhisit Vejjhacheva, Prime Minister and Chairman of the National

Climate Change Policy Committee

The Office of Natural Resources and Environment Policy and Plan, Ministry of Natural Resources and Environment, is the key agency in the coordination and formulation of the “Draft National Master Plan on Climate Change 2010-2019” (version November 2009), and has prepared this draft, which calls for a total budget of 9,233 million baht.

The People’ networks call for an immediate suspension of this draft master plan and request the National Climate Change Policy Committee to establish a new process to draft the master plan for the following reasons:

1. The process of drafting the contents of the master plan was very rough, perfunctory, and lacked participation from different sectors in providing ideas and planning. This is contradictory to the Master Plan’s own vision, which clearly identified the energy and industrial sectors as major causes of greenhouse gas emissions. However, the plan has delegated this burden to other sectors and avoids proposing real any structural changes.

2. The content of the draft master plan has no clear direction and does not cover all dimensions. Thus, it could not be used as a solution to tackle the problem of reducing greenhouse gas emissions in Thailand.

Therefore, it is unwise to expect this draft master plan to be used as a strategy to define principles and guidelines for dealing with the problem of climate change in this country. It should be considered as a failure from the outset, as it does not solve the problem or respond to the real cause of climate change.

It is recommended the Prime Minister, as Chairman of the National Climate Change Policy Committee, make a decision to abort this plan in order that a new drafting process be established, with the democratic participation of all concerned sectors. This will provide an opportunity to include all relevant contents, covering all dimensions and, thus, gain acceptance from all sectors of society. Such an action will enhance mutual cooperation and action on the part of all sectors in achieving the plan’s goals.
